The Regnum Christi Director Support department works directly with the Regnum Christi local directors to provide direction, formation, coaching, and support to help them fulfill their Regnum Christi local director responsibilities and acts as the liaison between the Regnum Christi local directors and the Territorial Directive College.

Locality Evangelization Plan

A Locality Evangelization Plan, as the name suggests, is a plan for how the Regnum Christi family present in a locality will collaborate in apostolic action to make the Kingdom of Christ present in the hearts of all people and in society (SRCF 7). While every section and RC institution has their own outreach efforts, the process to build a locality evangelization plan is about discerning where God is calling Regnum Christi to focus and collaborate to evangelize within that particular locality.

 

A locality’s evangelization strategy will likely span three to five, even ten years. The annual goals to achieve this strategy are included as part of the Locality’s Annual Plan. Various online resources are available to support the development of a locality evangelization plan. which can then be summarized on a one-page Locality Evangelization Plan placemat.

Locality Annual Plan

The Locality’s Annual Plan sets out concrete goals for the year, helping to focus locality leadership on what is most important for the local mission. The RC director works with locality leadership to agree on one-year goals in two areas:

1) the care, development and growth of the locality, and

2) the evangelization plan of the locality. The process of working together toward the clear articulation of goals helps to build commitment and serves as a tool for providing follow-up and support.

 

 

The completed plan is submitted by the RC director to the TDC Delegate by May 31st of each year. Some tips to consider in completing the plan:

 

  • Most localities build their annual plan around the school year calendar: July to June.
  • Moderate your expectations and scope of the plan to match the size and reality of the locality. The Locality Development Tool is helpful for this. For smaller localities, locality planning is not a major effort – yet remains of vital importance.
  • There are twelve elements to consider in the overall care, development and growth of the locality. In any year, a locality may choose to focus on developing one or more of these areas, while simply maintaining, or not even addressing the others. It is helpful to clearly articulate these decisions as part of the planning process.
  • Agree on how you will follow-up on the plan. It is very helpful to review progress against plan regularly with the leadership team as this practice builds mutual trust and accountability.

As apostles for Christ, we don't have time to work on everything — nor do we need to — so by intentionally picking a few concrete, higher-priority areas to focus on, we give people direction, peace, and confidence.

Locality Development and Thriving Tool

As the mission of Regnum Christi extends, so does the need to develop and grow Regnum Christi sections and localities. During annual planning, locality leaders endeavor to identify where to focus its efforts for the coming year. The Locality/Section Development Tool is a helpful resource to guide locality leaders in identifying and prioritizing the natural next steps to take in the development of a locality or section based on its current stage of development.

 

As the basis of the tool, we have identified six basic stages of locality and section development – from Spark to Innovating & Leading. In addition, we have distinguished 12 main elements to consider when looking to the holistic care, development and growth of a locality. Using the tool, the RC Director can identify which stage of development the locality (or section) is currently at for each element, and visualize what the next step in development might look like.

Locality Resource Projection

The five-year locality resource projection is a tool RC directors, LC community superiors, and CRC community directors use to support leadership succession planning and aid the Legionaries and Consecrated Women in their personnel projection and assignment decisions. The objective of the tool is to help make a realistic projection of the ongoing consecrated personnel needs to support the locality’s evangelizing mission.

 

Ideally, the resource projection is built upon the locality’s evangelization plan and is prepared collaboratively by the RC director, the local community directors and other locality leaders. It is to be submitted by the RCD, with council approval, to the RCD support director by August 30th each year. The template offered is for you to use and adapt to your reality. There are instructions in the document so you can personalize it accordingly.

Annual Budgets

The annual budget for the locality is prepared by the locality and submitted at the end of September to the territorial directive college for its approval. The territorial budget cycle is January through December.

 

The budget presents a consolidated picture of the locality’s financial plan, rolling up section budgets, locality operations, and the financial contributions to communities, apostolates, and the territory. The territory provides a sample template for submitting the locality budget.

 

The detailed budgets for the Legionary or consecrated communities in the locality are developed simultaneously and submitted in a parallel process through their respective branches. Communication between the locality and the communities is important to ensure clear expectations around fundraising and financial support.

 

In evaluating the budgets, the territorial directive college is looking to confirm: 1) alignment between the locality plan and the budget; 2) evidence of fiscal responsibility within the locality; and 3) evidence of commitment to financially support the mission in the territory.

Annual Locality Reports

The RC Director keeps the Territorial Directive College informed of locality life through a written annual report. The report format aligns with the locality annual plan format, allowing locality leadership to evaluate the progress made and the challenges encountered. The format includes census information (Regnum Christi lay membership numbers, numbers of teams, etc.), a status report on the locality’s goals for the Care, Development and Growth of Locality Communities of Apostles, the Locality Evangelization Plan, financial report and other pertinent information.

Annual Bishop Reports

Regnum Christi serves the Church and thus we take the steps necessary to build and maintain open, responsive and respectful relationships with bishops in the territory, particularly those where there is an active Regnum Christi presence. As part of this effort, we prepare and send an annual bishop report. These guidelines set out the basics of the annual bishop reporting process.

 

What are bishop reports?


Ideally, Regnum Christi sends an annual report to the bishop to update him on Regnum Christi presence and activity in the diocese. This report may be requested by the bishop or may simply be a gesture of collaboration and respect on the part of Regnum Christi.

 

To which bishops should we submit an annual report?

 

Regnum Christi should be submitting reports to any bishop within whose diocese Regnum Christi has an active presence, including those dioceses where:

  • There is a Legionary and/or consecrated community,
  • Legionary, consecrated and/or RC lay members are actively working,
  • The bishop has expressly requested a report, and/or
  • Regnum Christi has an institutional or apostolic presence, such as a school, camp, etc.

In some cases, a locality may operate in more than one diocese and thus more than one bishop report is required of that locality.

 

What format should the bishop reports follow?

Regnum Christi seeks to be transparent, openly sharing the nature and scope of the Regnum Christi presence in the diocese, and as appropriate, showing its work in support of the bishop’s priorities. Each bishop may have his own view of the information required.

 

We have provided a template of a bishop report here. This template may be adapted to address the bishop’s specific requirements, and adjusted to reflect that magnitude of activity in the diocese. For example, a bishop report where there is little activity may be less than a page, whereas a report from a major Regnum Christi center could be five or more pages.

 

Who delivers or sends the bishop report?

Generally, the Territorial Director of the Legionaries of Christ sends the report to the bishop unless there is a special reason for the locality to send it directly.

 

Who prepares the bishop report?

Preparing the bishop report is a collaborative effort within the locality and with the territory. Each locality would determine its own local process depending on the circumstances. Territory involvement is highlighted below. Some important points to consider in preparing the report include:

  • Some bishops prefer to receive a separate report from the different federated entities. For example, one bishop may prefer to receive distinct reports from each of the Legionaries of Christ, the Consecrated Women of Regnum Christi, the and lay members of Regnum Christi. Another bishop may request a single report for all Regnum Christ. By default, unless otherwise requested, we are assuming a single report representing all of Regnum Christi is sufficient.
  • Given the importance of maintaining good bishop relations, the Legionaries of Christ have an office dedicated to supporting ecclesial relations. All bishop reports must be emailed to this office ([email protected]) for review and approval before they are sent to the bishop.
  • By default, we recommend that the RC local director take the lead in facilitating the collaborative effort to prepare the report. In cases where there is no RC local director for the diocese, a local section director can prepare the report.
  • The general process for preparing the report is:
      • The locality/city prepares the report and emails at Word version of it to [email protected] for review by the LC ecclesia relations office. The locality should include its recommendation on who should send the report to the bishop.
      • The LC ecclesial relations office reviews the report and requests edits/changes to the report as needed. It will also secure the appropriate territorial-level approvals through the respective LC, CRC, and Federation territorial secretaries. This approval includes approving the text of the report as well as agreeing on who should send the report to the bishop.
      • The agreed upon person sends the report to the bishop. Copies of the final report are maintained by the locality, RCD Support, and by the LC ecclesial relations office.
When do we prepare the bishop report?

We believe it makes most sense to align the preparation of the annual bishop report with the preparation of the Annual Locality Report submitted to the Territorial Directive College. Much of the information provided is similar in both reports. As such, unless requested otherwise by the local bishop, we recommend the annual bishop report be prepared and submitted to LC ecclesial relations office ([email protected]) by the end of December for processing in January.

Section and Locality Volunteers

The greatest asset to an RC Activities section or locality are the men and women who dedicate their time and resources to assist in activities and formation. 

 

The Volunteer Certification process  is required for all section and locality volunteers that work with youth programs or are in section or locality leadership roles. These policies strive to ensure the highest quality and reliability of personnel by means of responsible leadership, thus reducing the liability to RC Activities, the corporation they represent.

Alex Kucera

Atlanta

Alex Kucera has lived in Atlanta, GA, for the last 46 years. He is one of 9 children, married to his wife Karmen, and has 3 girls, one grandson, and a granddaughter on the way. Alex joined Regnum Christi in 2007. Out of the gate, he joined the Helping Hands Medical Missions apostolate and is still participating today with the Ghana Friendship Mission.

In 2009, Alex was asked to be the Atlanta RC Renewal Coordinator for the Atlanta Locality to help the RC members with the RC renewal process. Alex became a Group Leader in 2012 for four of the Atlanta Men’s Section Teams and continues today. Running in parallel, in 2013, Alex became a Team Leader and shepherded a large team of good men.

Alex was honored to be the Atlanta Mission Coordinator between 2010 to 2022 (12 years), coordinating 5-8 Holy Week Mission teams across Georgia. He also created and coordinated missions at a parish in Athens, GA, for 9 years. Alex continues to coordinate Holy Week Missions, Advent Missions, and Monthly missions at Good Shepherd Catholic Church in Cumming, GA.

From 2016 to 2022, Alex also served as the Men’s Section Assistant in Atlanta. He loved working with the Men’s Section Director, the Legionaries, Consecrated, and Women’s Section leadership teams.

Alex is exceptionally grateful to the Legionaries, Consecrated, and many RC members who he’s journeyed shoulder to shoulder, growing his relationship with Christ and others along the way. He knows that there is only one way, that’s Christ’s Way, with others!
